[PetiteCloud] separating development from production downloads

Any ideas on how best to do this (the issue the user had on the other
thread and a private chat with mike has convinced me it is mandatory
now).   Two requirements:

1. *MUST* be compatible with aegis/cook and the rest of the build system
2. Should allow for personal versions
3. Should not depend on who or where your running the commands from on what
action it takes
